cl-csv software package provides Common Lisp library providing easy csv reading and writing, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install cl-csv
cl-csv is installed in your system.
Make ensure the cl-csv package were installed using the commands given below,
$ sudo dpkg-query -l | grep cl-csv *
You will get with cl-csv package name, version, architecture and description in a table
